Community acceptance is a prerequisite for many natural resource development projects. The right of Indigenous peoples to give (or withhold) free, prior, and informed consent (FPIC) to developments on or near their communities is enshrined in global norms, standards, and frameworks such as the UN Declaration on the Rights of Indigenous Peoples, the International Finance Corporation (IFC), the International Council on Mining and Metals (ICMM), the Equator Banks, and a growing number of corporate policies. The FPIC Solutions Dialogue is a multi-sector initiative to develop practical guidance to successful implementation of FPIC in community processes at extractive sector projects. The Dialogue focuses on real-world examples to examine challenges, exchange ideas, and distill good practices and guidance from site-based experiences to support the implementation of FPIC.
As the founder of the Dialogue and its secretariat, RESOLVE plans and hosts Dialogue activities, facilitates discussions by members and the Steering Committee, and develops guidance documents and publications to capture insights from the Dialogue.
The Dialogue’s membership is composed of leaders from industry and civil society doing some of the most advanced work on FPIC implementation. Pulling from real-world and often real-time challenges at member sites, member meetings and webinars feature rich discussions that have directly influenced member policies and approaches at sites.
The Dialogue has also produced public reports and case studies and – most recently – The Practice of FPIC: Insights from The FPIC Solutions Dialogue, a pragmatic and practical guide synthesizing perspectives from nongovernmental organizations, companies, and communities on how to implement best practices within complex political, social, and corporate environments.
