Establishment of Advisory Committee
June – July 2018
Worked with FMT to convene an Advisory Committee composed of former CSO observers and other CSO representatives to assist with the selection process. Advisory Committee members represented organizations that did NOT have an interest in serving as a CSO observer. Consulted with the Advisory Committee, CSO community, and FMT to review and update the selection process and related materials.
Observer Application Process & Voter Registration
July - Early August 2018
A call for applications for the observer positions was distributed to civil society organizations and networks around the world in late July or early August, and candidates had two-three weeks to submit applications. Beginning in late July or early August, we invited civil society organizations involved in relevant issues to register for the voting process that will take place in August. Registration remained open until shortly before voting began.
Application Review
Mid-August 2018
RESOLVE screened applications against the eligibility and selection criteria. After the screening process, RESOLVE will sought from the Advisory Committee on the list of candidates to put on the ballot. Voter registration closed shortly before voting begins.
Voting
Late August – Early September 2018
Registered voters were notified that the electronic voting process was open. Organizations voted for observer candidates from their region (the four regions are Africa, Asia-Pacific, Latin America, and Northern CSOs). During the voting period, RESOLVE verified the votes were received from eligible CSO organizations.
Final Selection
Early September 2018
In the case of ties or other questions about the results, RESOLVE consulted the Advisory Committee and worked with the Committee to make a final selection. We notified the candidates of the selection decisions and requested confirmation of acceptance.
Announce Observers
Mid-September 2018
RESOLVE worked with the FMT to publicly announce the final list of selected CSO observers via the RESOLVE website, email distribution lists, and other avenues.

RESOLVE enlisted the guidance of an Advisory Committee in 2018 to support the FCPF CSO Observer selection process. The 2018 Advisory Committee was composed of former CSO Observers and other CSO representatives.
Advisory Committee members for this process included:
Nicholas Ole Soikan, Social Development Specialist at the Facility Management Team (FMT), also participated in Advisory Committee conversations as an ex-officio member. He did not have a role in any Advisory Committee decision making, but helped to provide background information and operations context, and notified the group of any conflicts between the selection process and FCPF operating procedures.
