2021 Process and Outcomes 

 

We are pleased to announce the selection process for Civil Society Organization (CSO) Observers to the Forest Carbon Partnership Facility (FCPF) is complete. Please review our Final Report to learn more about the 2021 CSO Observer Selection Process and Outcomes.

Balance Considerations

As noted in the FCPF Observer Criteria guiding this process, we developed criteria to support greater balance among the selected Observers related to regional support, gender balance, and youth representation.

• Gender Balance: Our goal was to have an equal number of men and women among the primary representatives for CSO regional Observers. We achieved that goal in this selection process: The primary representatives for the Africa Regional Seat and Asia-Pacific Regional Seat are women and the primary representatives for the Latin America-Caribbean Seat and Northern Seat are men.

• Regional Representation: Our goal was to assess a candidate’s regional support, with a goal of selecting candidates that demonstrate regional diversity in the number of votes they receive. To do this, we awarded one bonus point for each country represented in a candidate’s votes received. This information is included in the detailed results for each Observer seat (“Regional Balance Points”). For most seats, the organization with the highest number of votes also received votes from the highest number of different countries. The detailed results for each regional seat and the gender seat below show the bonus points received by each candidate.

• Youth Representation: Our goal was to ensure a youth led organization or organization focused on youth issues were represented among selected Observers. We achieved this goal, as the organization selected for the Gender Observer seat also works on youth-related issues.

Process

The 2021 selection process activities and timeline are outlined below.

Observer Selection Process and Timeline

Activity	Timeline	Description
Established of Advisory Committee & Defined Process	March - early May	Worked with Facility Management Team (FMT) to convene an Advisory Committee composed of former CSO Observers and other CSO representatives to assist with the selection process. Advisory Committee members represented organizations not applying for a CSO observer seat. Consulted with the Advisory Committee and FMT to review and update the selection process and related materials.
Observer Application Process & Voter Registration	Launched late May	A call for applications for the observer positions was distributed to CSOs and networks around the world in May, and candidates had several weeks to submit applications. At the same time, we invited CSOs involved in relevant issues to register for the voting process. RESOLVE also reached out to returning voters (from past self-selection processes) to confirm their contact information.
Application Review	June - August	RESOLVE screened applications against the eligibility and selection criteria, and reached out to applicants with questions about their applications, as needed. After the screening process, RESOLVE worked with the Advisory Committee to confirm the list of candidates to appear on the ballot for each seat. More than 10 applications were received for the Africa regional seat, so this step included a shortlisting process to identify the 10 strongest application to appear on the ballot.
Voter Confirmation	July - August	After voter registration closed in early July, RESOLVE reviewed each registration to confirm eligibility. RESOLVE followed up as needed to gather missing information and support participation by eligible organizations in the voting process.
Voting	August	Registered voters were notified via email that the electronic voting process had begun in early August. Voters had the opportunity to vote for observer candidates from their region (the four regions are Africa, Asia-Pacific, Latin America, and Northern CSOs). Organizations based in the Global South were also able to vote for the Gender Observer seat. Voting will be open for two weeks. During the voting period, RESOLVE reviewed each vote to confirm it was submitted by an eligible, pre-registered CSO organization. We only received one application for the Northern Regional seat, and therefore did not hold a vote for the seat.
Final Selection	Late August	After voting closed, RESOLVE drew on both the voting results and the balance criteria to ensure equitable representation and developed a proposed list of CSO observers for Advisory Committee consideration. RESOLVE consulted with the Advisory Committee on the proposed list and determined no adjustments were needed to meet the balance considerations. We notified the candidates of the selection decisions and requested confirmation of acceptance. RESOLVE received confirmation from all selected CSOs
Announced Observers	September	RESOLVE worked with the FMT to publicly announce the final list of selected CSO observers via the RESOLVE website, email distribution lists, and other avenues .
